Meet Our Neighborhood council members

  • Jennifer Madrigal

    Jennifer was born in Utah but grew up in Southern California, returning for a brief stint in high school, and again in 2017 with the start of graduate school at the University of Utah. She has lived in Glendale since 2019 and has always felt at home here. As someone passionate about involvement with the local community, following the trajectory of academia in the sciences has been a struggle for her, as students are expected to make long-distance moves every few years while in training. As such, she is now staying firmly planted in the Glendale neighborhood to pursue activities that will make positive differences in the quality of life of ALL residents. Finally being able to maintain a vegetable garden for a full season is an extra bonus!

  • Augustino Kuol

    Augustino D. Kuol was born in South Sudan, where he experienced the hardships of war at a young age. At just 11 years old, he became one of the child soldiers during the conflict. In search of safety and a better future, he resettled in the United States on June 12, 2001, as part of the group widely known as the Lost Boys of South Sudan.

    Since arriving in the United States, Augustino has dedicated himself to personal growth, education, and community service. He earned a Bachelor of Arts in Political Science from the University of Utah, equipping him with the knowledge and skills to contribute meaningfully to society.

    Augustino has been actively involved in nonprofit and community work. He served as Chairperson of the Chier Foundation for two years, where he helped support vulnerable communities, and as Secretary of the South Sudan Medical Project for four years, contributing to health-related initiatives.

    Having resided in Glendale for nearly 25 years, Augustino developed a strong commitment to community engagement. Motivated by a desire to give back, he became involved in neighborhood leadership to advocate for the needs and active participation of refugee communities. He currently serves as Vice Chairperson, where he works collaboratively with other leaders to strengthen community ties, promote inclusion, and address local needs.

    Augustino is passionate about service and remains committed to empowering his community and creating a supportive environment where all residents can thrive.

  • Billy Palmer

    Billy Palmer

    SECRETARY

    Billy Palmer brings three decades of legislative and grassroots experience. He began serving at 16, refurbishing homes for low-income families as a YouthWorks “Community Builder,” where his passion for change took root. He has advanced indigenous justice, economic and gender equity, constitutional and voting rights, reproductive freedom, and survivor advocacy. An award-winning leader, Billy most recently served as Director of Campaigns for the ACLU of Utah and previously hosted KRCL’s RadioACTive, elevating community voices. He now works with Stewardship Utah on advocacy and policy around voting rights.

    Chair of Arts Committee & Business Development Committee

    Sarah Wolfe has lived in Glendale for 6 years and is invested in the ongoing betterment of our community. She is a longtime arts administrator, focusing on event ideation and planning. She is also an avid trail runner, climber and cyclist. As a committed community member and organizer, and with key input from our community via a neighborhood survey, she started the Glendale Arts Committee in 2021 to expand arts opportunities and representation here in our community.     Sagan was born and raised in Salt Lake City, and loves being a part of every community she’s in. She has a Master of Architecture from the University of Utah, and loves the way thoughtful design can shape everyday life. She’s passionate about community involvement and believes that architecture and planning should reflect the voices of the people.

    In her free time you can find her reading a book, playing a video game, or cuddling with her two cats.

    Conor grew up in Utah and moved to Glendale in 2020. He quickly grew an interest in accessibility and community building through walking and biking the streets of Glendale, and has become passionate about lending a hand in its growth. He enjoys spending time outdoors hiking, camping, and river rafting with his partner and dog. He loves music and enjoys supporting musicians and artists by attending local concerts and events.

    As a teacher in your neighborhood and nature lover I’m happy to join the neighborhood council. I’m a lifelong Utahn and have lived in the area for 17 years. Now as I work on the Keep Glendale Beautiful committee I welcome all suggestions and willingness to help clean, green and dream of ways to cultivate a neighborhood environment for all ages to enjoy and engage with.

    Stephanie was born in Utah and moved to Glendale in 2010 when she and her partner bought their first house.  She works as a family therapist for a nonprofit organization committed to providing therapy and support to young children and their families.  Stephanie is passionate about fostering community and committed to helping Glendale continue to grow.  She is an avid reader, coffee enthusiast, and can often be found spending time with her husband and dog. 

  • Abdirizak Ibrahim

    AT-LARGE BOARD MEMBER

    Abdirizak was born in the Gedo region of Somalia and came to the US as a refugee at 18 in 1998. After facing many challenges, he founded the Somali Community Self-Management Agency (SOMCSMA) in 2009 to support other Somali refugees and immigrants. He has served as the executive director of SOMCSMA for nearly 25 years and has worked tirelessly to build the organization and connect with the Salt Lake Somali community. As a member of the Somali community, Abdirizak has seen firsthand the challenges that immigrants to Salt Lake face. He is also a longtime important member of the West Side community. Abdirizak seeks to provide further support and community development to Salt Lake's West Side.

    Member of Arts Committee

    Ebay Hamilton has spent most of his life living on the West Side of Salt Lake City. He grew up in the Poplar Grove neighborhood and has lived in Glendale since 2009. By day he works for KRCL Community Radio as Program Director and Drive Time host. He has been an At-Large Board Member with the Glendale Neighborhood Council since Jan 2025, and an active member of the Glendale Art Committee since 2024.
